What the padrón is and why there is nothing to fear

The padrón municipal is the register of everyone actually living in a municipality. By law (Ley 7/1985 on the foundations of local government — Ley Reguladora de las Bases del Régimen Local), every resident is required to register, and it is equally their right: the town hall does not check whether your stay is legal.

The padrón is not an immigration police database. It is kept for statistics and the allocation of municipal resources. How to register: steps and documents

  1. Appointment. Book a cita previa (advance appointment) at the ayuntamiento (town hall) — in large cities, at the oficinas de atención ciudadana — online or by phone.
  2. Documents. Passport (plus NIE/TIE if you have them), the completed municipal form (hoja padronal), and proof of housing: a rental contract, utility bills in your name, or an autorización — written consent from the owner or an already registered occupant with a copy of their ID.
  3. Filing. In person at the office; many town halls also accept online submissions. Children are registered together with their parents.
  4. Certificate. The volante de empadronamiento is issued on the spot or within a few days. Everything is free of charge.

The exact list of papers varies from one town hall to another — check your ayuntamiento's website. If you have no rental contract, most municipalities accept the consent of the owner or the main occupant instead: registering at a friend's place is legal as long as you actually live there.

Volante, certificado and histórico — which certificate to ask for

Volante A simple informative certificate "registered here" — the one requested most often. The key thing is how recent it is: for Extranjería procedures it usually must be no older than 3 months, so get a new one before every filing.
Certificado An official certified document; it is required for court proceedings and citizenship cases.
Histórico The historical version (volante or certificado histórico): it shows your entire registration history with dates. This is the one to request when you need to officially prove the length of your residence — from every municipality where you have lived.

Renewal every 2 years — don't lose your record

For non-EU foreigners without a long-term residence permit there is a periodic renewal rule (renovación padronal, ENCSARP category): the record must be confirmed every 2 years. If you fail to do so, the town hall declares caducidad — the record is cancelled, and a gap appears in your timeline that will later have to be covered with other evidence.

Don't wait for a letter from the town hall. Many town halls send a reminder in advance, but you should not count on it: set a reminder for yourself. The procedure is simple — confirm your details and sign a statement that you still live at the address.

Also notify the town hall when you move: if you change address or city, register again at the new location. Continuity of residence is counted for Spain as a whole, but only if every "chapter" is documented.
