Spanish Residence Permit from Russia: Consular Procedure 2026
Updated: July 14, 2026 · Fact-checked by the EuroGarant team against official sources
In short: a Russian citizen obtains a Spanish residence permit remotely — through the Spanish consulate in Moscow or another city where one operates. The type D visa is issued there, while the TIE card is processed in Spain. Below is the full step-by-step procedure, current income thresholds, and typical mistakes.
Why the consular route
Russian citizens outside Spain cannot apply for a residence permit from within the country: most routes require entering on a national type D visa. It is the consulate that accepts the initial application, checks the document package, and issues the visa, which in itself is already a residence authorization for up to one year. For more on how the D visa differs from other types, see our guide to Spanish visas.
Step 1. Choose your route
The route determines the document package and the income threshold. Three paths are most popular among Russian citizens:
- NLV (non-lucrative residence permit) — for the financially independent and retirees. Threshold: 2 400 €/month per applicant plus 600 €/month for each family member. Details on the NLV — Non-Lucrative Residence Permit page.
- DNV (digital nomad visa) — for remote workers and freelancers with foreign clients. Threshold: 2 760–2 850 €/month (200% SMI). The first family member adds 75% SMI, each additional one — 25% SMI. More on the DNV — Digital Nomad Visa page.
- Student residence permit — for those enrolling in Spanish educational institutions. Minimum income: 600 €/month (100% IPREM). Work is allowed up to 30 h/week.

Route comparison: timelines and thresholds
| Route | Income threshold (single applicant) | Right to work | Processing time |
|---|---|---|---|
| NLV | 2 400 €/month | No | confirmed per the official schedule |
| DNV | 2 760–2 850 €/month | Yes (remotely) | confirmed per the official schedule |
| Student | 600 €/month | Up to 30 h/week | confirmed per the official schedule |
Step 2. Gather the documents
The core package for a consular application does not depend on the route — only the proof of finances or studies changes.
Document checklist for a consular application for a Spanish residence permit
- Passport valid for at least 1 year from the application date + copies of all pages.
- Criminal record certificate (Russian + if applicable, from countries of residence over the past 5 years) — valid for 90 days, apostille mandatory.
- Medical certificate confirming the absence of diseases posing a risk to public health — valid for 90 days.
- Health insurance with no deductible, covering the territory of Spain for the entire visa period.
- Proof of financial means (bank statements, pension payments, an employment contract with a foreign employer, etc.) according to the chosen route.
- Photos in the required format (check the current requirements with your specific consulate).
- Completed application form and questionnaire (depends on the route).
- Sworn translation of all documents into Spanish.

Step 3. Book an appointment and file at the consulate
The Spanish consulate in Moscow sees applicants strictly by prior appointment. Slots open on the official Cita Previa portal. After filing, the documents are reviewed; if the decision is positive, the applicant receives a type D visa in the category matching the chosen residence permit. Important: the consulate may request additional documents — the response window is usually limited, so watch for notifications.
Step 4. Enter Spain and get the TIE card
After entering Spain on the D visa, you must go to the police to apply for the TIE card (Tarjeta de Identidad de Extranjero). The TIE application deadline is 1 month from the date of entry. You will need form EX-17, the 16 € fee paid via form 790-012, and a 32×26 mm photo. The card takes 30–45 days to produce. Everything about the TIE is on the TIE Card: How to Get One page.
Common mistakes in consular applications
- Expired documents. The criminal record certificate and the medical certificate are valid for 90 days. If they expire before your appointment date, you will have to order the document again.
- No apostille, or it was added after the translation. The apostille always goes on the original, and the sworn translation is made from the apostilled document.
- Insurance with exclusions or a deductible. The consulate will refuse the visa if the policy does not cover emergency hospitalization or includes a deductible.
- Insufficient income or a miscalculation. With several family members, the threshold adds up: for the NLV — plus 600 €/month per person; for the DNV — plus 75% SMI for the first and 25% SMI for each additional one.
- Passport expiring too soon. The passport must be valid for at least 1 year. With too little validity left, the consulate will not accept the documents.
- No sworn translation. Spanish authorities accept only notarized or sworn translations — a plain notarized copy is not enough.
Cost of the consular residence permit: what government fees include
Government expenses consist of the consular fee (tasa) for the D visa, the TIE fee — 16 € via form 790-012 — plus the cost of the apostille, sworn translations, and health insurance. A detailed breakdown of every item is on the Cost of a Spanish Residence Permit 2026 page.
What comes next: permanent residency and citizenship
After 5 years of legal residence you can apply for long-term residency (permanent residence), and after 10 years — for Spanish citizenship. Study periods count toward the total at 50%. The Spanish Citizenship Calculator helps you estimate the dates.
